Subject: Information about Full Faculty Meeting
Dear Faculty Council Communication Representatives,
I would ask that all communication representatives please forward this communication to their respective colleagues.
Good afternoon colleagues,
I would like to remind all faculty of the full faculty meeting that will be held on December 7, 2016 at 12:30 (location to be determined as I await confirmation). There is likely to be a full agenda for that meeting (and a good deal of discussion on a variety of topics), so I would also like to let everyone know that should we need to add another faculty meeting, we have a date reserved of December 13th.
More importantly, however, I would like to encourage all faculty to note the following:
1. As per the CBA, we have "consulted" with administration with respect to our operating procedures and have told them that we use Robert's Rules of Order as clearly indicated in our governance documents. Robert's Rules are the procedures that allow us to go into executive session, but they are also what allows us to ensure folks have the ability to participate, to bring items to closure, and to vote. The most important thing, though, is that we are consistent in our operating procedures so that we are best able to continue to make the case for executive session, which I know we may want to enter on many occasions.
2. As per Robert's Rules of procedure any member of the assembly (in this case the full-time faculty) has the right to ask for items to be added to the agenda. We encourage faculty who would like to discuss specific issues at any full faculty meeting to send a request to the chair (Michele Dornisch through Dec. 31) and the secretary (Anke Grosskopf through Dec. 31). We know that many of you have specific topics you would like to discuss. For us to add an item to the agenda, all we need from any individual faculty member or group is a request to add a specific item.
3. If there are specific actions that you would like to be taken, we also encourage that you send the text of a resolution to us, so that we can send it to the faculty for consideration at the meeting. Any resolution made prior to the meeting will be sent to the full-time faculty through their faculty council representatives. Such process should facilitate discussion and bring items to closure faster, as all faculty would have time to consider and reflect on the specific courses of action. While motions can always be made at the meetings (you may want to bring hard copies to distribute at the meeting so all can see your motion if you know it in advance), resolutions can be sent in advance of the meeting so as to facilitate the discussion.
Please note that we will try to prioritize the agenda prior to the meeting based on recent emails and as a result of today's faculty council meeting, but there is certainly the possibility for any member of the assembly to move to change the order of the day if that person believes that the prioritization of the agenda is inappropriate.
Please note that we understand that though we understand the desire to do so, we cannot begin a session in executive session as per Robert's Rules. This is specifically because all members of the assembly have the right to vote on all resolutions and motions, and the faculty council, which is simply an advisory board to the full faculty, cannot predetermine this executive session, since it must be the result of a majority vote of the assembly present at the meeting.
Please also note that we realize that there is some frustration about the focus on procedure, but it is our goal to ensure that we are consistent in our operating procedures for the above purposes but also to facilitate the secretary's ability to take minutes and to keep track of the specific motions we are considering/discussing (or their amendments).
Should the faculty determine that Robert's Rules are not the most appropriate procedures to follow, the faculty can certainly discuss other procedures. However, governance documents would need to be changed and voted upon specifically following the procedures outlined in the governance documents.
Please further note that all faculty council documents are posted to the Faculty Council LIUshare site, including minutes (in both draft and final form) and agendas for full faculty meetings and faculty council meetings. The governance documents are also posted to that site, I believe. We will attempt to make sure the site is updated prior to the end of the semester, but we have been trying to keep up with posting motions, resolutions, and proposals as quickly and efficiently as possible.
