I normally tell the ESL students who ask those questions that English doesn't make sense, and it's a matter of memorizing the irregularities as much as possible. I tell them that there is a rule for past tense verbs, but there's also a counter rule, and there are also exceptions. I think the reality of English is that it's pretty inconsistent.  It is probably still worth it to teach the rules and counter-rules, but definitely tell students that there are always exceptions, and not to rely solely on those rules.
